This study aims to analyze the dynamics of the implementation of Regional Head Elections (Pilkada) in West Java Province, with a focus on a case study in Tasikmalaya Regency. Pilkada, as an instrument of local democracy, plays an important role in determining the quality of regional leadership, however, in practice it still faces various challenges. This study employs a normative legal method with a qualitative descriptive approach, through a literature review of primary and secondary legal materials. The results of the study indicate that the dynamics of Pilkada implementation in West Java are influenced by regulatory changes, technical and administrative constraints, as well as local political dynamics. In Tasikmalaya Regency, several main problems were identified, including suboptimal levels of public participation, the potential for money politics practices, and issues related to the neutrality of the civil service. From a legal perspective, although the regulatory framework is sufficiently comprehensive, its implementation still encounters various obstacles, particularly in aspects of law enforcement and normative certainty. Therefore, comprehensive improvements are required through strengthening regulations, improving the performance of election organizers, and increasing public political awareness in order to realize Pilkada that is democratic, transparent, and possesses integrity.
